Hardly, sometimes it seems like prisoners have better guarantees than people on the outside (granted, I'm aware that being in prison exposes you to other dangers, but these are typically of their own making ie. "prison culture"). It may be overcrowded, but the onus is still on the public to support them. Meanwhile, the hardworking poor individual cannot get the same medical treatments afforded to convicts and criminals.
